Substances do not cause DP and DR, anxiety is the cause. In some cases, people say that they don't always feel anxious, but as DP and DR are activated by the fear response... they must have some level of anxiety in order to activate them.
Depersonalisation and Derealisation are not permanent. They are not 'disorders'. They are not mental illness.
Depersonalisation and Derealisation are features of the emotion of fear and when anxiety disorder is eliminated, they deactivate.
